Retired Phoenix P.D. Lieutenant Mark R. Hafkey, M. Ed.

I spent nearly 23 years with the Phoenix Police Department, including 19 years as a police supervisor, and retired as a lieutenant.  I am now available to provide police expert witness services and training for law firms, insurance professionals, non-profits, and governmental entities.

My evaluation and opinions of police policies, practices, and procedures are based on experience, education, and nationally accepted law enforcement standards or “best practices.”

Testimonials

I am happy to give an unequivocal testimonial for Mark Hafkey. I have interacted with officers for 40 years as a prosecutor, defense attorney and instructor. Mark is the smartest officer I have ever encountered. Therefore he could understand complicated legal concepts when other officers were left baffled.  Besides that, he is the best I have encountered in thinking out of the box, an important characteristic in advising and testifying.  Finally, Mark is articulate in making his case, a crucial element in the art of testifying.  I would not hesitate to retain him as an expert witness...

I've handled the plaintiff's side of quite a few police misconduct cases during my career. I've also represented a number police supervisors in disciplinary actions.  Since he retired from Phoenix P.D., Mark's been an invaluable aid to me.  If you're looking for a police practices expert who will tell you what you need to know and not what you want to hear, you'd be smart to contact Mark Hafkey.

Becoming a police officer is not easy – about one in thirty will make the cut.  The eight-step hiring process is difficult and competitive, the police academy is grueling, and the career itself is incredibly physical and intense.  But the rewards for society and to the officer can be extraordinary.

Deciding on a police career is equally challenging especially in today’s political environment where expectations are high, public opinion low, budgets slashed and media sensationalism unfair.  As the first-line of defense, officers face extreme danger, civil unrest, legal constraints and liability.  They are quickly blamed for arrests gone badly while the criminal behavior leading up to police intervention is often overlooked.

However, if you are interested in taking on one of the most challenging careers in the world and really understanding not only policing, but also why law enforcement matters so much, this book can help.  Mark's book is a comprehensive and simplified how-to guide designed to help you decide if the career is right for you, select the right police department, apply, interview, test, and be assessed both confidently and successfully.  Each step takes preparation and direction, which this book provides (A-Z).

You will learn what police recruiters are looking for and why, as well as police history – where it started and how it’s evolved; its pros & cons, qualifications, duties, responsibilities, pay, benefits, and academy training.  The book covers actual interview questions, oral board evaluation criteria and guidance on how to handle even the most difficult police scenarios.

Finally, you will get a taste of some of Mark's war stories and personal experiences involving traffic stops, drunks, accidents, shootings, mentally ill people, fights, dead bodies, deceiving suspects, drugs, and much more.

The information contained herein represents a culmination of Mark's personal experience, training, education, skills, and research.  He has helped many people become police officers.  This book will help you earn your badge too if you believe in yourself and are willing to shoot for blue heights!
